Sweden hitman Ibrahimovic and Brazilian centre-back Silva have both been
linked with summer switches to the Etihad.
City boss Roberto Mancini signed Ibrahimovic from Juventus when he was manager of Inter Milan in 2006.
And he is also believed to have held talks with Milan this over signing Silva — rated as one of the best defenders in the world.
But Allegri is confident the pair will still be at the San Siro next season.
He said: "Ibrahimovic and Thiago will remain here.
"The club and the president are keen to maintain AC Milan at a high level.
"Thiago is young and Ibrahimovic can also give a lot.
"They are two champions on which Milan can build its basis for the future.
"The club is only working on replacing those players that have left."
